You can add other FTP users by doing the following:
1) Go to your control panel and log in with your username and password
2) Click on "FTP Manager"
3) Click on "FTP Accounts"
4) Click on "Add Account"
5) Fill in the blanks, and enter in what you want the FTP user to have access to in the "Directory" field.

If you enter a single / in the directory box, the new ftp user will have access to the entire public_html directory and all directories under it. If you just want the new user to be able to access a subdomain (and any folder below it) just set the directory box to the same value as the subdomains' root name which is listed in parenthesis on the subdomain page. Please be aware that the new user will have read/write access to the directory you choose, and every directory below it.

I have main domain (mydomain.com) and several subdomains (mysub.com, etc). When I create an FTP user, I can only create user@mydomain.com. I vaguely remember that I was able to create user@mysub.com as well. Am I making it up? And more important, is it possible in new CPanel?

Also, is there a way in the new CPanel to edit home directory? Directory column has a fancy (scary, really) fisheye effect, but if I click on it - it works as hyperlink; not as "edit" link. Is the only solution to delete the user and recreate him?

I don't know if you're making it up or not, but at the current time it doesn't seem possible to make ftp accounts in a subdomain in cpanel.  All FTP accounts have the @maindomain.com automatically added.

Not at this time.  The fish-eye thing is kind of goofy, to be honest, but it's what they decided to go with for the cpanel x3 theme.  The only real solution is to delete and re-create any ftp users that you want to modify the home directory of.

somewhere in the last 2.5 years I was able to add subdomain users. Or, to be more precise any my add-on domain works for any ftp user name. That is, joe@mydomain.com, joe@addon.com, and joe@subdomain.mydomain.com all resolve to the same joe. It's good to know - not to create joe@mydomain.com and joe@addon.com (since it ends up being the same account), but it's good enough for my purposes.

What I am trying to figure out is whether it's possible to let this joe to change his password? FTP server may have an extension ("site cpwd") but I don't think it's available here. Is there some other way that the user can change the password without giving it to me?

http://forums.cpanel.net/f34/does-anyone-knows-change-ftp-password-themselves-web-interface-130969.html seems to indicate that it's not possible (and in typical vendor fashion justifies absence of this feature by some weird security consideration) - but I was hoping that there is some miracle here.
